THE REVENUER

There is something about the Internal Revenue Service and the collection of taxes in general that brings out President Obama’s inner totalitarian. This came to light in a classic Kinsley gaffe during an April 2008 presidential primary debate. The moderator, ABC’s Charlie Gibson, noted that when the rates of taxation on capital gains drop, revenues almost invariably increase. Conversely, when the rates are increased, the revenues drop.

“So why raise it at all,” asked Gibson, “especially given the fact that 100 million people in this country own stock and would be affected?” Said Obama, “Well, Charlie, what I’ve said is that I would look at raising the capital-gains tax for purposes of fairness.” Obama took another several minutes trying to squirm out of the political mess he had just made, but the implications were clear. “Fairness,” whatever that is, had priority in Obama’s economic philosophy over results. This soft-core Marxism was not an easy philosophy to sell, and it would lead to any number of deceptions in the years that followed.
